According to the relevant provisions of Guangdong Province Key Agricultural Leading Enterprises Identification and Operation Monitoring Management Measures (Guangdong Agriculture and Agriculture Regulations (2020) No. 11) (hereinafter referred to as "Measures"), after research, our department decided to carry out 2023 provincial key agricultural leading enterprises declaration and monitoring work.


1. Declaration conditions and monitoring objects


The declaration conditions and standards of provincial key agricultural leading enterprises shall be implemented in accordance with the relevant provisions of the Measures. According to relevant provisions of the Measures, see Annex 4 for the list of enterprises to be monitored in 2023; Please refer to Annex 5 for the list of enterprises that pass the monitoring twice.


According to the requirements of relevant work deployment, for the enterprises to be declared and listed in operation monitoring this year, "whether there is cheating of financial funds in the construction process of financial support projects, whether the national or provincial agricultural product quality and safety traceability management platform is used to carry out agricultural product quality and safety traceability management" will be taken as an important evaluation condition.


The dynamic monitoring does not include the national key leading enterprises of agricultural industrialization in our province, which will be monitored together with the Ministry of Agriculture and Rural Affairs.



Ii. Quantity of declaration


In principle, there is no limit on the number of enterprises recommended by all localities and units to declare, and any enterprise that meets the declaration identification standards may declare.


Iii. Declaration and monitoring procedures


(1) Declaration procedures


Provincial enterprises directly report to the provincial Department of Agriculture and Rural Affairs. Other enterprises are recommended to declare step by step. The specific procedures are as follows:


1. The enterprise shall declare to the competent department of agricultural industrialization of the county (city, district) where it is located. The competent department of agricultural industrialization of the county (city, district) shall review and verify the application materials of the enterprise on the spot, and recommend the qualified enterprises to the competent department of agricultural industrialization at the prefecture level in the name of the department.


2. The competent department of listed agricultural industrialization shall review the application materials of enterprises at the prefecture level, put forward the review opinions, and fully solicit the opinions of the development and reform, finance, human resources and social security, natural resources, ecological environment, market supervision, taxation and other departments at the prefecture level. The qualified enterprises shall be recommended to the provincial Department of Agriculture and Rural Affairs in the name of the Municipal government (or approved by the municipal government in the name of the municipal department in charge of agricultural industrialization) (feedback from relevant departments shall be attached). Enterprises that have illegal and irregular records and have not completed the rectification and defrauded financial funds shall not be recommended for declaration. The summary of the recommended enterprise should indicate whether it has been identified as a municipal key leading enterprise, as well as the identification time and document number.


(2) Monitoring procedures


1. The provincial key agricultural leading enterprises listed in the dynamic monitoring scope directly submit the materials to the county (city, district) agricultural industrialization competent department where the enterprises are located, which shall be reviewed and summarized by the county (city, district) agricultural industrialization competent department and then submitted to the listed agricultural industrialization competent department at the prefecture level.


2. The listed agricultural industrialization authorities at all local levels shall be responsible for the materials submitted by enterprises, strictly examine them according to the "Identification and monitoring indicators of Key Agricultural Leading Enterprises in Guangdong Province" in the Measures, and put forward the opinions on whether the monitoring is qualified. And fully solicit opinions from relevant departments of development and reform, finance, human resources and social security, natural resources, ecological environment, market supervision and taxation at the same level and submit them to the municipal government for examination and approval. In the name of the Municipal government (or with the consent of the municipal government in the name of the municipal department of agricultural industrialization), the monitoring results analysis report together with the monitoring materials submitted by the enterprise and the feedback of the relevant departments shall be submitted to the Provincial Department of Agriculture and Rural Affairs. Enterprises that have a record of violating laws and regulations and have not completed their rectification and defrauded financial funds shall not be allowed to pass the monitoring. The content of monitoring analysis report includes monitoring results, enterprise development and operation status and existing problems, reasons for substandard monitoring (including non-conforming enterprises found outside the scope of monitoring), opinions and suggestions, etc.


3. The provincial key agricultural leading enterprises directly under the provincial government submit the materials to the competent departments, and the competent departments shall be responsible for examining the materials submitted by the enterprises and submitting the opinions on whether they are qualified to the provincial Department of Agriculture and Rural Affairs.


Iv. Declaration and monitoring time and materials


Enterprises applying and monitoring shall fill in the electronic information through the Guangdong Agricultural Industrialization Management System before the deadline (website: http://www.gdnyjy.org/nyjy/login.html), the user name and password by various level to listing, county (city, district) shall be informed that province enterprises directly under the user name and password provided by my hall of rural industrial development department), at the same time to submit the paper material. Please submit the following paper materials to our Office (Rural Industrial Development Office) in one copy before June 25. The overdue documents will not be accepted. Those without feedback from municipal departments directly submitted to our office will not be accepted.


(1) Paper materials


1. The Declaration form of Key Agricultural Leading Enterprises of Guangdong Province (to be filled in by the applicant) and the Monitoring Form of Key Agricultural Leading Enterprises of Guangdong Province (to be filled in by the monitoring enterprises), see Annex 1 and Annex 2 for details;


2. Explanation of the company's tax payment in accordance with the law within two years (January 2021 to December 2022) and whether there are any major tax violations;


3. Clarification of whether the company is in arrears of employee wages and social insurance premiums in 2021 and 2022;


4. Enterprise credit investigation or bank credit rating;


5. Copies of property certificates of production bases (processing bases, trading places) or contracts and agreements for the use of land and production facilities signed between enterprises and relevant units, and photos of processing, storage and preservation facilities;


6. The enterprise shall provide copies of contracts and agreements signed with farmers' cooperatives, large professional households, family farms, rural brokers, farmers or collective economic organizations for the purchase and sale of agricultural products, order agriculture, share sharing, profit return, etc. Description of the number of rural households driven by enterprises and the income increase of rural households in 2021 and 2022 (enterprises shall contact the county or city agricultural and rural departments and ask them to provide);


7. Enterprise management system and financial system;


8. Relevant materials (including but not limited to the relevant contents in Annex 1 of the Measures) showing the true competitiveness of the enterprise and its products;


9. Special introduction materials for enterprises to carry out agricultural industrialization management (about 1500 words);


10. Screenshot of the national or provincial agricultural product quality and safety traceability management platform, which should reflect that the enterprise has carried out agricultural product quality and safety traceability management;


11. Letter of Commitment on the authenticity of application materials (see Annex 3).


All the above materials should be printed (copied) and bound on A4 paper in order (with material list and page number). Each page of the paper materials provided by the enterprise shall be stamped with the official seal of the enterprise.


(2) Network verification


Upload the 2021 and 2022 audit reports issued by qualified accounting firms through Guangdong Agricultural Industrialization Management System (operation monitoring enterprises only need to provide 2022 audit reports).
